John Whitman (James Remar) egy őrült sorozatgyilkos, akit halálra ítélnek és ennek leginkább üldözője, Don Morell felügyelő (Mario Van Peebles) örülhet. Whitmanen végrehajtják az ítéletet, a halott bűnöző azonban nem nyugodhat sokáig jól megérdemelt békéjében, ugyanis egy FBI-ügynök ellopja a testét, és a férfit feltámasztva, emlékezetét kitörölve egy megállíthatatlan, a kormány számára precíz pontossággal végrehajtó bérgyilkost faragnak belőle. A gondos előkészületekbe azonban hiba csúszik, mivel Whitman nem felejt el mindenta múltból: emlékszik a bíró és az esküdtszék arcára, így bosszút esküszik az őt halálba juttatók ellen. Ahogy telik az idő, az ismét megszaporodott, jellegzetes gyilkosságok utáni nyomozása közben Morell egyre több furcsa esettel találkozik San Diegóban, melyekből csak azt vonhatja le, hogy egy újabb őrült Whitman babérjaira törve lemásolja annak tetteit. Nemsokára azonban szembesülnie kell a valósággal: maga Whitman tért vissza a halálból...
